Developed as a response to maritime industry's need to create new value by collecting and utilizing data on ship operations and cargo movements, the master plan focuses on the concept of "creating innovation for a blue economy."

Three policies build the basis for the grand design. First, it is essential to improve safety and efficiency, achieved by providing advanced and rational classification services through the development of new technical services based on data utilization such as survey systems in line with condition monitoring and evaluation technologies, and the creation of individual ship charts.

Second, the certification services need to expand their scope. According to the initiative, new value should be created in ocean-related business by tackling challenges involving ocean development and integrated on- and offshore logistics services.

Third, realization of social innovation, courtesy of digital technology, must be supported by establishing rules and flexible environmental aspects.

A business plan based on the above fundamental policies is being developed as a road map and will be announced at a later date.
